Garrett Larkin currently serves as the Western Regional Director of the Pennsylvania Pretrial Services Association, where he supports the continued advancement of pretrial services throughout the Western District and the Commonwealth.

Garrett is the Population Control Manager at Allegheny County Pretrial Services, where he oversees bail and court services in the 5th Judicial District. Before becoming the Population Control Manager, he served as Jail Supervisor for five years, during which he oversaw training policies and procedures and the daily operations of a 24-hour staff.

Garrett has supported local and national jurisdictions in the early stages of implementing pretrial services initiatives. His work has included guiding stakeholders in evidence-based practices and strategic decision-making to enhance system efficiency and fairness. Garrett holds a degree in Administration of Justice with a minor in Legal Studies from The University of Pittsburgh.
